Alternative Provision of Basic Education and Training (APBET)

Alternative Provision of Basic Education and Training (APBET) refers to educational initiatives targeting marginalized communities, urban informal settlements, nomadic populations, and other disadvantaged groups. The evolution of Alternative Provision of Basic Education and Training (APBET) from Non-Formal Education (NFE) institutions reflects a dynamic response to the educational needs of marginalized areas, notably arid and semi-arid lands. The government’s dedication to delivering quality education, in accordance with the constitutional right to free and compulsory education for all (EFA) underscores a commitment to inclusivity. The strategic integration of APBET into NACONEK marks a pivotal moment, emphasizing the importance of enhancing APBET functions. The pilot mapping of institutions in urban informal settlements in Nairobi, Mombasa and Kisumu cities offers a comprehensive view of the educational landscape, identifying key areas for intervention. (Refer: Mapping of Basic Learning Institutions Operating in the Informal Settlements of Nairobi County Report)

This initiative is justified by the need to ensure equitable access to quality education for underserved populations, particularly in urban informal settlements and arid and semi-arid lands (ASALs), where conventional education systems often fall short, thereby reinforcing the government’s commitment to inclusive, data-driven educational planning and policy implementation.
