NACONEK MULTI-SECTOR PARTNERS ENGAGEMENT WORKSHOP

The IMPReSSED (Integrated Mechanisms for Poverty Reduction Strategies for
Sustainable Education & Development) Project is a scale up on lessons learnt from the
NIWFESS Pilot in Kuno, Balambala, Garissa County as an integrated approach of
reaching Out-of-school-children (OOSC) through poverty reduction, socio-economic
development mechanisms and community engagement. The project was proposed by
NACONEK with an overall goal to promote enrollment of 455,000 out of school children
(50% girls, 50% boys 5% children with disabilities) in 18 counties of Kenya (Turkana,
Marsabit, Isiolo, Wajir, Mandera, Garissa, Tana River, Kilifi, Kwale, Machakos, Nairobi,
Kiambu (Ndeiya), Nyeri (Kyeni), Narok, Homa Bay and Siaya). IMPReSSED is
proposed to be undertaken in five years by addressing the key drivers of poverty among
other economic considerations that lead to non-enrollment and retention of the children
in schools.
NACONEK wrote the IMPReSSED proposal and solicited for funding with a total budget
of USD 50 Million, which attracted interest from the following agencies; The
Government of Kenya (GoK), African development Bank (AfDB), Education Above All
(EAA), Foreign Commonwealth Development Office (FCDO), Rockefeller Foundation
and Ingredion.

1.2 Purpose and Objectives of the workshop

From the 5th to 8th July 2021, AfDB convened a virtual bilateral meeting with
NACONEK and her partners to discuss potential areas that each organization can
contribute to the IMPReSSED project. A technical working group comprised of
NACONEK officials and consultants was formed to cary on the next steps in preparation
for AfDB appraisal in the month of September. The technical committee held a five day
workshop in Nairobi from the 2th of July to 30 th July 2021 at the Kenya Education
Management Institute. A feasibility study inception report was drafted from this
workshop, which is annexed in this report, and it was clear from the workshop of the

need to bring on board and multi-sector approach as a resources mobilization strategy
to carry out the IMPReSSED project. The partners engaged had being part of the
process for IMPReSSED AfDB mission visit and which made a case for an expedite
partners approach which then brought the need for a workshop to map out the areas of
convergence and engagements.
The workshop ought to:
 To better understand each partner
 To bring out areas of convergence for IMPReSSED project
 To support the desire for government departments/agencies working together
and eventually championing for positive impact on reduction of government silo
mentality
 To share highlights of IMPReSSED
 To share institutional mandates, areas of operations, and current activities
 To make presentations of Case contexts
 To undertake Group discussions on how to bridge the technical gaps/how to reap
maximum productivity from one another
 To clearly outline feasibility planning
