GARISSA AND MANDERA STAKEHOLDERS’ WORKSHOP TO VALIDATE FRAMEWORK FOR INTEGRATION OF DUKSI AND MADRASSA INTO FORMAL EDUCATION SYSTEM IN KENYA

The three-day workshop was organized and coordinated by NACONEK with support
from UNICEF. The workshop was convened to validate the framework to integrate
Duksi and Madrassa (D& M) into the formal education system to improve access,
retention, transition, and completion rates of learners in line with the policy of Leave No-
one Behind and Sustainable Development Goal (SDG) 4. The report contains;
background information on the importance of the integration of Duksi and Madrassa into

the formal education system, historical perspective of D& M, Conference attendance, and
speeches made during the workshop. The report also has information on presentations
made, input on the M& D bill, resolutions, conclusions, and recommendations made.
1.2: Objectives of the workshop
Objectives that were to be achieved during the workshop were as follows;
i. Present the situational analysis of education in the target counties
ii. Outline the proposed policy framework for integration of Dugsi and Madrassa
into the formal education system
iii. Validate legal and institutional framework for the integration of Dugsi and
Madrassa into formal education in Kenya
iv. Jointly develop a road map for integration of Duksi and Madrassa into formal
education
1.3: Expected outcomes
i. Validate the integrated framework for Dugsi and madrassa (D&M) into the
formal education system in the target counties
ii. Validate the draft Bill establishing D&M regulatory board
iii. Transform the D&M management to enable vertical and horizontal integration
of D&M and the formal education
iv. Increased access, retention, transition and completion rates in formal
education system in the target counties
